Starting over doesn't give Novice Protection

After a few days of play, I decided to start over because moving a whole base isn't possible all alone on a PVE server. But after finding a new name, since names aren't released with deletion of the character, I jumped on the PVE server I've picked and when I loaded up I noticed the Novice Protection buff wasn't there at all. I kinda expected losing the mails but normally the buff was given each times I started over before the New Era, so I wonder why its not there this time.

It did for me, you have to select recommended on that first panel that pops up.

Restartedand never got the pop up for it.

So after my 3rd try the popup appeared and now I got the novice protection again
