Second basic mining hut gone?

I have started a new character on the new map, but can no longer find the ability to add the second mining hut. I recall it used to be on the "Building" skills tree around about lvl 525? but now it is gone from that tree. Does anyone know if we can still get a second mining hut? if so, how?  Thanks.

We have changed some rules regarding personal resource collecting buildings.
You can only build one per character now.
